What is the best way to connect the cable to the fence tape?
Use a connection cable with a special tape connector clip (e.g., heart clip with stainless steel plates). This presses the tape flat without destroying the fine wires inside it.

Do I need a different cable for the grounding than for the fence?
Technically, both are high-voltage resistant cables. However, the earth connection cable often needs eyelets on both ends to fix it firmly to the energizer and, using a screw, to the earth rod.
